ORGANIZATION OF THE PARIS 2024 SUMMER OLYMPIC GAMES
The Games of the XXXIII Olympiad.
This year, Paris is hosting the Summer Olympic Games from Friday, July 26th to Sunday, August 11th, followed by the Paralympic Games from Wednesday, August 28th to Sunday, September 8th. This XXXIII edition of the Olympiads will put France, and more particularly Paris, at the forefront of the international scene. All eyes will be focused on the various sporting events, but also on the capacity of organizers, public authorities, and various service providers to respond to an extraordinary challenge: welcoming nearly 10 million visitors and 15,000 athletes from more than 200 countries. The opening ceremony of the Olympic Games will also be followed by 1.5 billion viewers on July 26th, 2024.
Dealing with insecurity.
In 2023, almost all indicators of crime and delinquency in France continued an increase already observed in 2022, as recently revealed by the Ministry of the Interior. Indeed, the French public authorities do not have enough resources to prevent all forms of violence and persistent petty criminality. Zero risk does not exist in our modern society, and public order can hardly be maintained 24/7. The figures recorded on the rise last year concern in particular homicides (1,010 victims), assault and battery (384,100 victims), sexual violence (94,900 victims), and scams (495,600 victims). This increase in indicators should alert international travelers wishing to attend the 2024 Summer Olympic Games in Paris.
The Champions League final held on May 28th, 2022, at the Stade de France in Saint-Denis between the Liverpool football club and Real Madrid also highlighted numerous shortcomings on the part of the organizers and local authorities regarding the organization of such a high visibility sporting event. Indeed, numerous incidents had broken out around the stadium (hustles, thefts, attempted intrusions, brutality from the police, etc.) transforming a large-scale sporting competition into a real fiasco.
More recently, another theft of computer containing confidential information on access and circulation plans during the Olympic Games in Paris, the second in a week, further calls into question the level of security and attention paid by certain holders of sensitive data.
Outstanding security measures.
Securing a sporting event of this magnitude requires the implementation of exceptional security measures. The protection of spectators and supporters takes precedence above all, but the credibility and attractiveness of France on the world stage are also at stake. The challenge will be all the more difficult to meet as the threats are multiple (crime, terrorism, social unrest, health and safety, etc.), and as the Olympic Games will be spread geographically across the entire French territory and overseas, and this for several weeks.
Thus, around 35,000 police officers and gendarmes should be deployed to ensure the security of the 2024 Summer Olympic Games. This system will be supplemented by the use of private security guards, which still seems to be a challenge at present, given the lack of attractiveness that the surveillance and guarding industry gives off. In addition, the installation of “intelligent” cameras should make it possible to detect risky crowd movements, the presence or use of weapons, as well as suspicious behavior, and therefore direct emergency services with greater efficiency. These human and material resources will be supplemented by organizational measures such as the establishment of several security perimeters around the different Olympic sites, each perimeter having increasingly restrictive measures as these sites are approached. Note also the total closure of airspace within a radius of 150 km around Paris on the evening of the opening ceremony. This list of security precautions for the Paris 2024 Olympic Games is of course not exhaustive.
Finally, it is already admitted that all of these security measures to protect the Olympic Games in Paris will be the most important security arrangement ever deployed in France.
